polaris 700 cam shaft prroblems

I recently had to put a new cam and lifters in my wheeler but can not get it started. I have confirmed the timing and it is on the money, anybody's help would be appreciated thanks

an old school thought to see if the cam is timed right is to take the plug out and rotate the engine so the cam is aligned up with the top dead center marks and use a wooden dowel down the spark plug hole to see if the pistion is actually at top dead center.

does the engine develop compression? Meaning the valves are closed during the compression stroke. Do not want to offend with basic questions, but have to ask.

All the basics, but something is not aligned right, unless its a spark/fuel issue.
